Abstract / Description:In this note we present the substantial physics potential made available by lowering the threshold for ground-based gamma-ray astronomy in the coming decade. We discuss the technologies needed to reach the physical low-energy limit for this technique. The participating institutes propose primarily a vigorous Research and Development program and corresponding design studies, in view of building a telescope with a useful mirror surface of 1000 m$^2$ (ECO-1000).
In parallel, we discuss the gains expected from adding more telescopes of the MAGIC class, and possibly more ECO-1000 type devices, thus building up an European Cherenkov Observatory (ECO) on La Palma. We also look at the possibility to further extend the gamma-ray observatory towards a wide-angle telescope with high resolution.
